Are you seeking work as an independent contractor? Do you have experience developing examination questions? Do you have strong analytical skills to measure validate, and analyze assessments and syllabi against competency and examination blueprints?

The Real Estate Council of Alberta (RECA) is looking for an enthusiastic, energetic, and experienced independent contractor. In this project-based role, you will provide services related to developing, maintaining, and evaluating RECA’s licensing examination items along with analyzing, validating, and reporting on the performance and effectiveness of assessments and course provider offerings.

This is a non-employee position, and the successful applicant will provide services as an independent contractor. RECA may provide the successful applicant with a laptop to perform the services. The term of this contract is 12 months.

Scope of Project:

  • develop reliable and valid licensing examination questions to meet technical, professional, and regulatory standards
  • establish evaluation strategies that reduce assessment bias, improve performance standards and effectiveness, and support exam validity, reliability, and defensibility
  • review and score appealed exams
  • develop surveys and questionnaires for educational scales and tests while ensuring results are valid and reliable
  • participate and facilitate stakeholder sessions to identify and define competencies and learning outcomes
  • use images and graphics, to develop outcomes-based assessment items
  • provide data analysis and data synthesis support for assessment design evaluation and user experience purposes
  • analyze assessment data on knowledge and performance efficiencies, effectiveness, outcomes, and gaps and recommend strategies to close the gaps
  • use a systematic and analytical approach to ensure data integrity when conducting research
  • develop and update competency profiles that measure against licensing and relicensing courses
  • coordinate and conduct audits and report audit results
  • participate in virtual and on-site meetings, as required
  • perform other tasks or projects the Credentialling Programs Manager may assign

Skills & qualifications

  • university degree in education, curriculum design, learning measurement, sociology, psychology, or a related field. An equivalent combination of education and related experience may be considered
  • 5 years’ experience developing, implementing, and evaluating online adult educational content, resources, and curriculum
  • 3 years’ experience in quantitative measurement, analysis, and statistics
  • 3 years’ accreditation experience reviewing and evaluating course curriculum
  • experience in psychometrics is preferred
  • sound knowledge of learning theories, learning styles, and adult education principles
  • solid foundation in assessment design and development, related systems, and tools
  • experience working as an independent contractor for a professional or regulatory organization, is an asset
  • proficient in Office 365 with emphasis on Excel and Word
  • superior analytical, problem-solving, and critical thinking skills
  • exceptional verbal, written, and interpersonal communication skills
  • can work with large-scale data and synthesize complicated concepts and ideas
  • detail-oriented, research driven, and stakeholder focused
  • flexibility in managing change, workload, and multiple priorities
  • demonstrates integrity, accountability, and professionalism
  • reliable high-speed internet is required

RECA has opportunities for three (3) public members to join its hearing panel roster. Roster members serve as decision makers as part of hearing panels under the Real Estate Act and Rules.

For the public member opportunities, applicants should have:

  • at least 5 years’ experience as an administrative law decision writer and preferably a member of the law society
  • sound judgment, tact and diplomacy
  • outstanding integrity
  • ability to make and write tribunal decisions
  • excellent written communication skills
  • administrative law knowledge is required
  • past experience as a tribunal decision maker is an asset
  • understanding of industry practice in one or more of real estate, mortgage, property management or condominium management would be considered an asset

The appointment may be up to three (3) years with the possibility of an additional three (3) year term. RECA provides training and daily honoraria and expenses apply.

The Real Estate Council of Alberta (RECA) has opportunities for two (2) real estate brokers or associates with the specialty of Property Management to join its hearing panel roster. Roster members serve as decision makers as part of hearing panels under the Real Estate Act and Rules.

For the condominium manager broker and associate opportunities, applicants should have:

  • at least 5 years of condominium management industry experience
  • excellent understanding of property management practice and standards
  • sound judgment, tact, and diplomacy
  • outstanding integrity
  • ability to analyze and make findings of fact and breach
  • excellent communication skills
  • administrative law knowledge and past tribunal experience are assets

The appointments may be up to three (3) years with the possibility of an additional three (3) year term. Panel members are paid a fee and reimbursed for reasonable expenses for sitting on hearing or appeal panels based on RECA Board of Directors approved rates.
